SHIPPING FREIGHTS.
' Keoeived May 18, 8.18 a.m. N LONDON, May 17. The conference on shipping freights haß urged Lord Elgin to endeavour, pending the promised Imperial enquiry, to fseoure a reduction in rates on the basis of the same arrangement existng during the past' 12 months.
