THE REPUBLIC OF SAN MARINO.
The small Apeualne Repablio of San Marino, the oldest in the world, ia just about to enter, or, strictly speaking, to re-enter upon a democratic regime. Originally the constitution of San Marino consisted of a general assembly of beadi of families, the so-called Arringo, and of a Grand Council of Sixty,composed of twenty nobles, twenty citizens, and twenty landowners. Gradually the Repablio became more and more of an oligarchy, and the Arringo ultimately became a mere name, while the Council of Sixty, elected for life, and itself electing members, to fill any vacancies caused by death was praotically absolute. This was the state of things wben Addison visited San Marino two centuries ago; this has been the condition -of tbe Republic up to the present. Now, however, as the result of a popular agitation, the Arringo has been revived, and met in March to restore to the 1700 heads of families their oivio rights.
