PENNY POSTAGE DEFEATED. Reoeived May 3, 10.21 a.m. ROME, May 2. Sir Joseph Ward's motion at the Poßtal Congress in favour of universal penny postage was lost. America, Eajypt, and Australia voted in favour of the proposal. Britain and a few others abstained from voting, and the others decided against the motion.
