THE KAISER'S TELEGRAM. LONDON, April IG. The Kaiser's telegram to Count Goluchoswki, Austrian Minister of Foreign Affairs, in reference to Austria's attitude at tho recent Moroccan Cooferouoe, i 9 the subjoct of much comment. The Times says:—"The German Emperor's remarkable telegram is iutended us a sharp lesson to Italy. Its aspect of menace and reproof is most significant." German newspapers disapprove tho telegram. The Franfurter Zeitung says tho Triple Alliance has already gone to pieces. Austrian papers oonaidor tbe malice in tho Kaiser's telegram is clearly intended for Italy, yet the Kaiser has rendered Count Golnohowski a signal disservice. The abstention by Germany from any official condolence with tho sufferers by tho eruption of Mount Vesuvius, or any oiler of assistance, is much commented on in Italy, and is attributed to tho Kaisor's soreness over the Algeciras Conference.
