DRASTIC BILLS. Received April 17, 11.30 p.m. NEW YORK, April 17. The New York State Legislature has passed drastio Bills, permitting policy-holders in life insurance companies to act as directors, even if they are not stock-holders, and prohibiting corporations from making pol'tioal contributions.
