IMMIGRATION TO AUSTRALIA.

LONDON, April 11.

The Hon. W. H. James, AgentJseneral for West Australia, read a paper at the Royal Colonial Institute on Australian immigration. Be appealed for a sympathetic interpretation of Australian actions and policy. No essential difference underlay the principles of their national institutions. Australians claimed to be English in an Imperial sense. Australia was now enjoying renewed prosperity, f but some years before the old resolute optimism had revived. The writer urged the striking riobness of Australia's resources, and hoped that in the near future there would be elective protection withjn the Commonwealth for manufacturing industries to help to attract population. Sir John Forrest, who also spoke, urged the uolonies to think Imperially. In matterß of defence all ought to taue part, but were entitled tu representation. If they wished to share the control they must expect to pay a larger proportion.
