Campbell-Banner-man, have been acoepted with slight amendment. In pursuance of Sir Henry Camp-bell-Bannerman's declaration regarding governing Ireland according to Irish ideas, fire temporary Assistant Land Commissioners were dismissed on the expiration of their fixed term, without explanation. Their successors are |Nationalists connected with county councils. AN EXPLANATION REQUESTED. Received April 5, 8 a.m. LONDON, April A. The City of London Conservative Association has expressed its disapproval of Sir Edward Clarke's speech in the House of Commons, on March 12tb, attacking Mr Balfour's policy, and bis vote on the 13th, and has requested an explanation. (The speech referred to was made in the debate on Sir James Kitson's motion affirming tbe fidelity of the House to the principles of Freetrade. Sir Edward Clarke warned Unionists thai Chamberlainism was lmoerilling other inteiests and the country, and stated tbnt be would sooner vote for Home Rule than for a tax on food). ' WORKERS' COMPENSATION BILL. Received April 5, 9.55 p.m. LONDON, April 5. In the House of Commons, Mr Herbert Gladstone, Secretary of State, Home Department, in replying to Sir Charles Dilke, admitted that compulsory insurinae by employers was a neoesstr/ adjunct to the Workmen's Compensation Bill, but that, further inquiry was necesaary before submitting a scheme.
