Owing to the risponse to Sir Bartie Frere's letter he suggests that a widely-signed address would probably be the most acceptable to Lord Milner.

(Sir Bartle Frere, in a letter to the Press, suggested the formation of a oommittee to give public and emphatio testimony to , the widespread and almost universal gretitude, respect and admiration entertained for Lord Milner in his prolonged toil and service for the King, country and the Empire).
