During a debate in the Reichstag, Herr Bebel, leader of, tbe Socialist Party, attributed Germany's isola tion to the distrust of her naval policy. Russia, France, and Britain were united against her, while Italy desired freedom from the Triple Alliance. He advised that consideration should' be given to Britain's sobeme of international disarmament. '
