THE NIAGARA FALLS.
Received Marob 28, 10.12 p.m. InBW YORK, March 28,
President Roosevelt, in a message to Congress, recommends a law for the preservation of the Niagara Palls, and suggests that it should be operative for three years; if not that a treaty should bo made with Canada in the meantime.
