Germany is much chagrined at the publication by Le Temps of Sir Edward Grey's (British Minister for Foreign Affairs) instructions to Sir Arthur Ninolson, that Count Lamsdorff and M. Cassini were unreservedly supporting France's determination to rejeot the Cnaa Blanca proposal. The publication is due to the persistent efforts of a section of the Germau press to show that Russia and Britain urged France to make concessions, when Germany's isolation was apparent. The North German Gazette minimised the importance of the Casa Blauoa proposal. The Socialists taunt Prince Bulow, Chancellor of the German Empire, with his unenviable position in regard to Russia, after Germany's benevolent attitude-during the war and complaisance in the matter of revolutionary agitations by which she intended to place Russia under i an obligation.
