JAPANESE PROPOSALS.

INCREASING DUTIES. TOKIO, March 23. Japan is increasing the duty on flour with the object of encouraging grain growing in Manchuria, and is also increasing the duty on lea ther in favour of the industry in Korea. A clause has been inserted in a Bill now before the Diet providing for the increase mentioned, and authorising retaliation against the countries discriminating against Japanese vessels and goods.
