MOROCCO.
THE ALGECIRAS CONFERENCE. Received March 21, 9.30 p.m. MADRID, March 21. Austria intends to propose that a superior neutral officer, probably Swiss, be attaohed to the diplomatic body at Tangier, with power to supervise eight Moroooan ports and the police. It is understood that in return for surrendering Oasa Blanca, Germany claims two shares in the Moroccan Bank against Prance's four and other Powers' one.
