I PROPOSED NEW CONSTITUTION LONDON, March 9. In the House of Coirmona, Sir Henry Oampbell-Bannerman, Prime Minister, announced that the Government intend* to appoint a committee to report on the actual results likely to be created by the various proposals for new UDnstituti6ns for the Transvaal and Orange Colony. THE HET VOLK DECLINE PROGRESSIVE PARTY'S OFFER. CAPETOWN, Maroh 9. Het Volk has declined the Progressive Party s offer of a settlement on the basis of manhood suffrage with an alteration of the electoral areas benefiting the Boers, owing ito the suggestion of Mr Smuts, formerly Attorney-Genm-al for the Transvaal, that the Liberals would give better terms.
