THE ALGECIRAS CONFERENCE. THE POLICING QUESTION. Received March 9, 10.28 p.m. MADRID, Maroh 9. M. Padowitz announced, at tbe Algeciras Conference, that Germany will not object to France and Spain policing tbe Moroccan ports, if the guarantees are ensured of economic and political liberty to all. Austria suggested that Switzerland or Holland should nominate an Inspector - General of Police, who should report to the diplomatists. Tangier. also, suggested that Spain police the Southern and Franue the Northern ports. Both suggestions are not acceptable to France and Spain.
