THE ALGECIRAS CONFERENCE.

The St. Petersburg.correspondent of the newspaper Neues Wiener Tageblatt states that Count Lamsdorff, Rustian Minister of Foreign Affairs, has intimated to Gerrhany that certain eventualities in connection with the Algeciras Conference might lead to the introduction of a Franco-Russian casus foederis, in which case the responsibility would fall on Germany exclusively. Austria has, according to the correspondent, also, made friendly representations to Berlin.

APPARENTLY IMPOSSIBLE FOR FRANCE AND GERMANY 10 AGREE.

Reoeived March 5, 11.3 p.m. MADRID, March 5. Although the Algeciras Conference Committee has arrived at an agreement upon sixteen out of twenty five debatable points the State Bank schemes and all the essential points are reserved. It is, apparently, impossible for France and Germany to agree, Germany fearing that the bank would inevitably become a French institution. The Conference deoided to discuss the policing question, tn-day, when the German were decisively overruled.
