MUTINEERS SENTENCED
Received March 5, 9.30 a.m. ST. .PETERSBURG, March 4. Lieutenant Schmidt, who took a prominent part in the recent naval mutiny, at Sevastopol, has been sentenced co be hanged. Three sailors are to be shot, and two others imprisoned for life. Twenty-five other mutineers al«ao received sentences. THE DUMA. A FARCICAL PARLIAMENT. THE CZAK AND HIS AUTOCRACY. Received Maroh 5, 8.51 p.m. ST. PETERSBURG, March 5. The reactionary tendencies of the Russian Government are increasing, and it is evidently intended to fix hard and fast limits in regard to the Duma's powers. It has been decided that the Duma cannot propose any amendment in the fundamental laws; that Ministers are responsible to the Senate and not to the Duma, whioh is only allowed to call Ministers to account for acts of flagrant illegality. Ibe Czar, replying to a deputation, of workmen, said: My autocracy will remain the same as of yore."
