Received Maroh 5, 8.30 a.m. CAPETOWN, March 4. Representatives of Het Volk and responsible progressive parties met at General Botha's house to"discuss a compromise with a view to obtaining an immediate Constitution for the Transvaal. It was suggested that the Ministry should be composed equally of British and Dutch; the Ptemier to be elected by all sections. The negotiations proved abortive, the British representatives refusing Het Volk'a suggestion. .
