THE POSITION COMPLICATED.

M. Paul Revoil, French ex-Gover-nor of Algeria, has handed Herr Rodadowitz, German Ambassador at Madrid, a note declaring that M. Rouvier, Foreign Minister, considers that the Pranoo-Spahish policing of Algeria would iu nowise assail the principle of the commercial and eoonomio equality of nations. The note adds that the question should be discussed at the confereuce.
