STATEMENT BY MR RUNCIMAN

Mr Kunciman, speaking on behalf of Sir Ed. Grey, said he trusted the W. of Port Arthur belonging to Japan had not affected Britain's lease of Weihaiwei. No action was contemplated at present regard tl? the lease. He added that negotiations were proceeding regarding the terms of u convention for China's adhesion to the Auglo - Tibetan Convention. It was not intended to alter the terms of the latter agree ment.
THE UNEMPLOYED WORKMEN ACT. Received February 26. 8.42 a.m. LONDON, February 25. The Prime Minister (Sir Henry Campbell-Bannerman) states that he is afraid pending the adoption of promised legislation on the subject that no Treasury grant can be made to the committees under the Unemployed Workmen Act.
