AN UNPOPULAR PROPOSAL.

Baron vou Gautscb (Premier) has introduced a Universal Suffrage Bill into the Reiohstath. All parties are dissatisfied with the proposed redistribution, giving Germans, who are representative anil stationary, two hundred and five seats, Czechs ninety-nine, Poles and Ruthenians ninety-five, Southern Slavs thirtyfive, Italians seven, and Roumanians four.
