At the Algeoiras Conference, Germany proposes tbe establishment of a State bank in Moroooo, under a fifty years' concession from the Sultan, tbe Powers to provide capital in equal proportion. Franoe submitted an alternative Boheme claiming recognition of French loans to the Sultan, but otherwise acknowledging equality among the Powers. NO FURTHER CONOESSIONSTjY FRANCE. FRENCH PRESS ADOPT A RESOLUTE TONE. Received February 22, 10.45 p.m. LONDON, February 22. The Times correspondent reports that Franoe is firmly resolved to grant no further concessions regarding the policing of Moroooo, nod the State Bank, and considers that Germany is trying to internationalise Morocco by placing all States upon an equality, which is wholly unacceptable to France.
