THE HUNGARIAN DIET.
SPEECH BY M. KOSSUTH. Reoeived February 20, 7.7 a.m. BUDAPEST, February 19. M. Kossuth has informed bis followers that General Nyiri, Emperor Francis Joseph's Commissary, possessed plenary powers to enforce dissolution, and was fully resolved to use them. M. Kossuth urged calm a ess, and the avoidance of violent conflict, even if force were used, since that would detract from the value of the Constitutionalists' protest. It was clear, he said, that the Government meant to irreparably infringe tbe Constitution of 1867, which, if ever, restored, must be on a much wider basis. Other sections of Liberals have resolved to protest against dissolution. PARLIAMENT DISSOLVED BY MILITARY. REBELLIOUS DEPUTIES. Reosived February 20, 12.15 a.m. BUDA PESTH, February 20. Three thousand troops and 1,200 police surrounded the Hungarian Parliament. The Deputies, after refusing to recognise the Kings Commissioner's right to dissolve Parliament, returned him his rescript unopened, beoause it was not countersigned by the Premier. They then dispersed. The military entered Parliament, and the officer in charge read the rescript of dissolution to empty the Benches. Tbe building was cleared and locked. The Deputies deolare thpt they will meet again on Wednesday.
