MOROCCO.
THE ALGEOIRAS CONFERENCE. FRANCE PREPARED FOR WAR. LONDON, February 16. At the Algeoiras Conference Germany is angling for compensation in return for concessions to France relative to the policing of Morooco. Probably the surreuder of Mogador (a seaport on the west coast of Morocco) will suffice. MADRID, February 16. Senor Moret, the Spanish Premier, in an interview, said he thought an immediate rupture at Algeoiras unlikely, though he oannot foresee any adjustment of the difficulties. Fiance has reached the limit of her concessions, and Germany's demands were oonstantly increasing. The solution rests with the moral influence of the Powers. PARIS, February 16. General Zurlinden, an ex Frenoh Minister of War, is convinced that it woald be madness for Germany to attack Franoe, which was a hundredfold better prepared for war than in 1870.
