GERMANY'S IRRITATING ATTITUDE. Received February 13, 8.30 a.m. PARIS, February 12. France disclaims asking for a general police mandate in Morocco, but desires a special mandate to police Tangier, Fez, Mogador, Casablanca, Rabat, and Laraiohe, where there are European settlers. Germany's attitude of reserve has Irritated all the Powers.
