THE GALVESTON INCIDENT.
NEW YORK, February 6. The Galveston inoident has been settled, the ships steward, in accordance with previous instructions, paying the duties at tbe moment of seizure. (a cablegram on Monday stated that the Customs Inspector at Galveston bad seized the German training ship Grosser Herzogin Elizabeth for smuggling and selling to tavern-keepers quantities of wines and liquors. Tbe ships officers had been the guests of the Customs officials?.\
