THE NECESSITY OF RELIEF. Although it was officially declared some time ago that do help was needed from this colory for the famine-stricken distriots of Japan, it was announced last week that foreign assistance would be welcomed. Ibis seems to be an exaggeration, but it is stated by those who appeal for funds that in a population of 899,279, at least 280,000 are in extreme distress, and will die unless assisted. In the Iwate province over 100,000 are in urgent need of speedy and prolonged aid, and in Fukushima 300,000 are on the verge of absolute poverty. TOP FEEIi DUH..
