RETURNING TROOPS. AN ELECTION UNDER AUTOCRATIC RULE. ST. PETERSBURG, February 2. An enormous number of troops, returning from Manchuria, are unable to reach their homes owing to anarchy ia the provinces. The Czar has contributed a million roubles towards temporary shelters which the Czarina is organising. Replying to a deputation from peasants in the Kursk province, the Czar anoounoed his intention to discuss with the Duma the best means of satisfying the peasants. His Majesty reminded them that law aud property were unassailable. The Prefect of Moscow has forbid den the placarding of the electoral programmes of the Duma.
