Received January 31, 7.30 a.m. LONDON, January 30. Tbe Pall Mall Gazette's naval oorresDondfinfc, oommenfcing on the Australian proposal to spread an expenditure on a torpedo flotilla over seven years, says:—"Warships become obsolete so rapidly that the first portion of the Australian flotilla would be almost useless by the time the latter portion was built. Moreover, the cost of maintenance would not be insignificant, and much better value would be obtainable by handing tbe entire sum as a contri> bution to the Imperial Navy."
