ENGLAND'S NEED OF SOLDIERS.
VIGOROUS SPEECH BY LORD ROBERTS. Reoeived January 30, 11.46 p.m. LONDON, January 30. Lord Roberta, addressing the Liverpool Chamber of Commerce, aaid:—-"We should aim at, a total of one million men, including auxiliaries; one-half of the total is needed for the defence of India, and the other will fit us for maintaining a European struggle. The militia should be earmarked as the first reserve of the foreign service army of two hundred thousand regulars. Our yeomanry and volunteers Should, be expanded,land every able-bodied man ought to undergo a fqw months' trainihgia camp.
