Received January 17, 10 a.m. MADRID, January 16. The Conference on Moroccan affairs opens st Algeciras to-day. The prospect of a lasting settlement is considered dubious. BRITAIN AND KUSSIA IN AGREEMENT. Received January 18, 12. a.m. LONDON, January 17. The Standard states tbat Britain and Russia have agreed on a common course of action in regard to the Moroccan Conference at Algeciras. Russia's attitude during the interchange of views was most conciliatory.
