The Chroniole says that but for the smaller boroughs Toryism is almost extinoi. The Times sayß that tho great towns have completely reversed tbe verdict of 1895 and 1900, but tbe Liberals in their elation would do well to remember what they are witnessing, not the expression of admiration at Liberal statesmanship, or i faith in the nebulous Liberal proI mlses, or n wholesale condemnation of Mr Balfour and all his works, but only a limited verdict upon tbe issues politicians imagined tbey wore prescribing for. While.tifey were disputing about the issues another was shaping itself quietly and silently, viz., whether the workers constituting the. majority should dictate a policy or be content with choosing between the policies offered by traditional parties. The workers deoided in the first alternative. The Labourites form a considerable section of the new House, and the Li berals, from whom the workers extorted pledges and are indebted to them for seats, are also very numerous. The Labour Party have obosen tbeir time for a hew experiment with great jugment and patriotism, now that foreign relations are settled and .peaoeful and trade. unusually,prosperous^ The Standard says that the Labourites will support Sir Henry Campbell-Bannerman so long as his
