[THE NEW PREMIER SPEAKS. GOVERNMENT BOUND BY THE CONTRACTS. Received January 12, 841 a.m. LONDON, January 11. Sir Henry Campbell-Bannerman, speaking at Chester, declared that tbe Government was bound by tbe Chinese contract?, and must obey the law. The future responsibility for the question must rest with tho Transvaal Legislature.
