The Standard has eousulted counsel regarding Lord Elgin's action, and counsel declares that tbe Labour Importation Ordinance was duly passed by the Transvaal legislature, and therepupon the Crown was notified and it was not disallowed; therefore it became law. "I know of no power vested in Lord Elgiu to suspend the ordinauce on his own initiative. Any further action by tho Crown must bo exercised through the Privy Couuc.l."
