Minister of War—Baron Teraohi. Minister of Marine— Admiral Saito Received January 7, 4.45 p.m. LONDON, January 6~ Marquis Kato, the new Japanese Foreign Minister, was formerly Japanese Minister in London. Received January 7, 4.49 p.m. TOKIO. January 6. The Saionji Government is a clever coalition, ignoring the Progressives, but satisfying the late Government, the elder statesmen and the Teiyukai Party.
