NEW ZBALAKDS' REPRESENTATIVE. INVERCAROILL, Jan. 3. Sir Joseph Ward had booked a passage by the P. and O Line, and leaves about the middle of Ftbruary for the Postal .Conference, whidi will open at Rome <n Anril 21. Every country in the Postal Uuion will lie represented. The Miuister will bd accompanied by Lady Ward and his daughter, Mr Gray (HecreLary ot the Post Office), and Mr B. Wil-on (pri vate secretary). The party will m turn via America, arriving in tho colony atout tde middle of July.
