London. December 4th. Captain Nares, commander of the Challenger, has been appointed to the command of the new Polar expedition. December sth. Sir Arthur Gordon, late Governor of Mauritius, has been appointed Governor of Fiji. Wheat is firmly held, and the market has advanced. December 7th. An unpublished London telegram, dated as above, states that Prince Bismarck, in defending the suppression of the Legation at the Vatican, withdrew the conciliatory remarks which he had made on a former occasion, in order to prevent misrepresentation. • He said he had sought peace from Rome on any terms, but diplomatical relations were superfluous while the Pope urged the clergy to break the laws. Paris, December 4th. M'Mahon's message to the Assembly states that rigorous respect will be paid to' treaties, and that relations abroad were more friendly. The revenue was satisfactory, and the prosperity of the country increasing. The Assembly would shortly be invited to examine questions with a view to strengthening the septennial power, which it was determined to maintain under all circumstances. Berlin, December sth. There was a violent scene in the German Parliament. Bismarck, replying to an attack by the clerical deputy, declared that Kullman belonged to the centre of the clerical party. The German Chancellor announces the suppression of the German Legation at the Vatican.
