TUAPEKA HOSPITAL.

■ The following are the proposed Rules and Regulations for the management of tho Tuapeka Hospital : — I. The chief object of this Institution is to afford Medical and Surgical -relief to destitute persons applying for the same, who may be nominated in accordance with these Rules and Regulations. , 2. No female for the purpose of confinement ; no child under^w? years of age ; nor any one who, in the opinion of the Surgeon, is unsuitable to be admitted, shall be received under any circumstances ; and the case of any person co refused admission shall be reported by the Surgeon to the Committee of Management at its next meeting. 3. Persons who are in a position to pay for their maintenance in the Hospital may be admitted on the order of a Contributor on paying the sum of 21s. weekly ; such Patients to be also charged with all extras supplied to them. 4. An indoor destitute Patient shall be entitled to medical and surgical attendance, medicino, and maintenance ; an outdoor destitute Patient to medical and surgical attendance and medicine at the Hospital. 5. Every person who shall have contributed, or shall hereafter contribute, Ten Pounds sterling (£10), or more, in one sum, and every other person elected at a general meeting of contributors, at the recommendation of the Committee of Management, in consideration of special services rendered to the Institution, shall be a Life Governor of the Institution, and shall be entitled to the same rights as an Annual Contributor of £2 sterling. Every person who shall contribute any sum not less than £1, but under £10, shall be deemed to be a Contributor for the current financial year ending 31st December : Provided, that any person paying his contribution during any one year, shall have right to vote at any meeting of contributors during the month of January of the following year. 6. An Annual Contributor of £1 sterling shall, if vacancies exist, be entitled to nominate: 1 indoor destitute Patient, 1 paying Patient, and 2 outdoor destitute Patients, aud so on for every pound (£1) contributed by him. Members of the ■Committee of Management shall be entitled to nominate ■without reference to the amount of their contribution. 7. Any Person who may be admitted to the Hospital as a destitute Patient, shall be admitted only on the express condition that if at any time it be discovered that during his stay in the Hospital he was in a position and of ability to pay for his maintenance therein, as provided in Jiule 3, he shall be held liable to pay at and after the rate of 6s. per. day for maintenance, medicine, and medical attendanco during the time that he shall have so continued in the Hospital; and the said sum shalliu any such case be a debt due by such person to tho Treasurer of the Hospital for the time being. 8. Any Person suffering from accident or extreme illness may be admitted by the Surgeon without a nomination from a Contributor ; such cases to be reported by the Surgeon to the Committee ot Management at its next meeting. * 9. The ordinary establishment of the Hospital shall consist of the folJowingpersons,viz.: one Resident Surgeon, one Wardsman, one Matron, and one General Servant, whose salaries shall be fixed by the Committee of Management. ' 10. The Committee of Management shall consist of a President, a Treasurer, a Secretary, and sixteen other members, seven of whom ehall form a quorum. Every Committee of Management ehali continue in office until the appointment of its successors. No person shall be qualified to be elected or to act as a Member of the Committee of Management unless qualified as an Elector of such Committee. 11. Immediately after the election of the Committee of Management at the Annual General Meeting, there shall be elected two Auditors (not being Members of such Com tnittee.) 12. The Committee of Management shall direct and control the general business arid conduct of the Institution ; shall frame Rules and Regulations for future elections of Committee and the regulation and management of the Institution : Provided that no such Rule or Regulation shall have force or effect unless or until adopted by a majority present at a General Meeting of Contributors. 13. The President shall be ex ojficio Chairman of all meotings of the Committee of Management. In the absence o£ the President, the members present shall elect a Chairman. The Chairman shall have a deliberative as well as a casting vote. 14. The Committee of Management shall present a general report of the affairs of the Institution for the quarters ending respectively December 31, March 31, June 30, and September 30, at a General Meeting of Contributors to be holden within fifteen days after each of the above dates. 15. The Auditors shall at the end of each quarter audit the statement of accounts prepared for presentation at the Quarterly Meetings of Contributors mentioned in the next preceding Rule (No. 16.) 16. Eor the*purposes of each audit, the accounts to be kept by the Treasurer, the Secretary, and the Colloctor shall be examined and- compared, and due enquiry shall be made as to whether all moneys have been expended for the purposes of the Hospital, and a certificate shall be given in accordance with the facts. 17. The Committee of Management shall meet for the transaction of business on the last Friday of each month. 18. The Committee of Management shall choose from among themselves ft Visiting Committee of three, one to retire at the end of each month by rotation. Tbcir duties shall be to visit the Hospital, individually or collectively, at any time they may deem necessary 5 to receive and enquire into any complaints which the Patients or Servants may have to prefer, and report to the Committee of Management all such complaints, and their opinion thereon ; suggest any improvements which they may consider necessary ; and on the occasion of any provisions supplied for the use of the Patients being reported by the Surgeon to be of inferior quality, it will be their duty to make the same known to the Contractor in writing (through the Secretary). 19. The Visiting Committee shall meet once in each, month to examine the accounts presented for payment during the month, and to sign the orders to the Treasurer for their payment. They shall number each account with distinctive consecutive numbers, aud mark each with the heading under which it should appear in the tabular quarterly statement. 20. Any member of the Committee of Management wishing to propose for its consideration any question relative to the alteration of the Rules and Regulations, the appointment of officers, or the alteration of their salaries, shall give notice of tho same by motion at a meeting of the Committee of Management, to be held afc least fourteen days before the meeting at which it is proposed the subject shall be discussed. 21. The Surgeon shall have charge of the patients ; shall reside in the hou3e provided for him ; shall visit the wards* daily betwoeu the hours of 8 and 10 a.m., and 5 and 7 p.m., and at such other times as maybe necessary j and shall be in attendance to wait upon out-door patients up to 11 a.m. 22. He shall make a special report to the Committee of Management of every patient who may have been three months in the Hospital, an-d of every patient whose disease is deemed to be incurable. 23. On refusing ,to admit any patient, or on his admitting any patient not previously nominated, he shall report the circumstances attending such cases to the Committee of Management at their first meeting. Should any urgent circumstances arise, he shall make a special report to the Visiting Committee. 24. He shall have the superintendence and control of all persons employed in the Hospital, and shall report to the Committee of Management, pt its first meeting any neglect of duty which he may observe ou the part of the servants ; and in case of misconduct, he may suspend any servant tlntil the next meeting of the Committee, engaging when necessary a substitute for the time being. 25. He shall have charge of all Burgical instruments, drugs, and chemicals, and shall keep an inventory of all surgical instruments and appliances belonging to the Hospital, and shall report any defects in them to the Visiting Committee. In the absence of a dispenser, he shall perform such duties as would devolve upon that officer. 26. He shall, under the direction of the Committee of Management, order all medicines and instruments required for the Hospital. 27. He shall furnish to the Committee of Management, at each monthly meeting, a statement showing the names and number of patients admitted, discharged, and remaining in the Hospital, and the number of days each patient has been resident, and the names aud number of out-door patients treated ; such statement to be accompanied with the forms of nomination of pationta admitted aud treated during the past month, and such other returns as may be required. 28. Hs shall attend at each quarterly meeting of the Committee of "Management, and produce for its information the following books and accounts, viz. : — 1. A Medical Journal, in which shall be inserted the name, day of admission, report of tho case and treatment of each patient, 2. An Admission Book, according to printed form ; 3. A Diet Book, showing the daily diet, the medical comforts distributed, and whether each patient is paying or destiimte ; 4. A Book (to be furnished by the Secretary"), showing tbenames of all contributors entitled to nominate patients, in which he shall enter the number nominated by each contributor, and by members of the Committee of Management. All moneys received by him from paying patients ahall be handed over to the Treasurer at the end of each month. 29. All medical comforts shall be under the charge of and be issued u&der the orders of the Surgeon, and fee shall keep, or cause to be kept by

the Warder, in a book supplied for that purpose, an account of the quantities proscribed and supplied, on what days, and the names of the patients receiving the same. This book shall be inspected by the Visiting Committee, and signed by them from time to time. 30. No accounts for medical comforts shall be certified or paid unless furnislied separate and distinct from accounts for other goods. 31. All accounts for supplies of rations, drugs, stores, or medical comforts, shall be forwarded by the Secretary to the Surgeon. The Surgeon shall compare such accounts with the account kept by the Warder, and shall then attach his signature to them vouching for their agreement therewith, and return them without delay to the Secretary. 32. The Honorary Medical Officers shall consist of legally qualified medical practitioners, to bo appointed by the Committee of Management. They shall assist and advise the Surgeon, and consult with him in all eases of importance, if possible, or of protracted continuance in the Hosutial. 33. The Surgeon shall not absent himself from the Hospital for over twenty-four hours without the sanction of the Visiting Committee, and in the event of his absenting himself, shall make arrangements for a competent medical man to be in readiness to attend to cases during his absence, and the "Wardsman shall be informed of every such arrangement. 34. All moneys received on account of the Institution shall be paid to the Treasurer, and appropriated by him to the purposes of the Institution, under the direction of the Committee of Management. He shall deposit all moneys received by him on account of the Institution in such Bank as the Committee may direct. He shall keep an account of all monoys received and paid by him, and shall present a financial report to the Committee of Management at each. Quarterly Meeting. At the termination of the year, he shall furnish the Committee of Management with a list of the names of all Contributors during the year, and the amounts contributed by each, from January 1 to'tpecember 31 ; shewing also the date upon which, each contribution is paid, and under separate headings the contributions collected by the authorised Collector and those paid direct to the Treasurer. He shall pay all orders presented to him in payment of sums due by the Institution, provided always that the orders shall bear the signatures of the Secretary and two df the Visiting Committee. 35. He shall issue to the Collector or Secretary, for distribution to the Contributors, forms for nomination of Patients, duly numbered, signed, and initialled by himself as Treasurer, and shall keep an account of the number of such forms issued. 36. A Collector shall be appointed by the Committee of Management, and shall find approved security to the amount of not less than £100, and be remunerated in such way as the Committee appoint. 37. Hesball assist to collect contributions and moneys due to the Hospital, and give receipts for the samo upon printed forms to be supplied to him, and shall pay to the Treasurer, at the end of each month, without deduction, all moneys he may have received, and shall reader an account to-the Committee of Management at oach monthly meeting. 38. He shall keep in a book an account of all contributions received by him, with dates of receipt, and of all payments made by him to tho • Treasurer. The entries of such payments shall be initialled as correct by the Treasurer on receipt of the moneys from the Collector. 39. The Secretary shall keep all the minutes, accounts, and records of the Hospital, and, except where otherwise herein provided, compile all reports, conduct the correspondence, convene aud attend all meetings, and perform all clerical duties that may be ordered by tlie Committee. 40. Ho Bhall furnish a quarterly statement showing the average cost per head of each Patient, including medical comforts; and a statement showing the average cost per head for medical comforts exclusively, calculated in each. -case by dividing the quarterly expenditure by the average number of Patients during the quar.ter. 41. All Annual, General, and Special G-eneral Meetings of Contributors shall be convened by the Secretary, by advertisement, in such newspaper or newspapers as the Committee may appoint, not less than fourteen clear days before the day fixed for such meeting /to be held. Not less than forty-eight hours notice shall be given of any meeting of the Cornmittep of Management. 42. Special General Meetings of Contributors shall only be called on the written application of seven Annual Contributors, addressed to the Secretary, who shall, upon receipt of such application, convene such meeting, to be held not sooner than fourteen and not later than iwenty-ond days from the date of such applicatioo, which shall etate the object of the meeting ; and no business shall be transacted at such special meeting other than that for which it shall have been summoned. 43. Special Meetings of Committee of Management shall only be called by the President, or by three Members of the Committee of Management, by a written application addressed to the Secrotary. No business shall be transacted at such Special Meeting other than that for which it shall have been summoned. 44. An Annual Eeport of tho affairs of tho Institution shall be prepared by the Committee of Management for presentation at the Annual General Meeting of Contributors in January. 45. The Wardsman shall live in the Hospital, and shall only absent himself therefrom by the permission of the Surgeon. He shall keep an account in a book to be provided for that purpose of all articles supplied to the Hospital, and of all moneys received by him from paying Patients. 46. He shall receive the weekly payment of each paying Patient, and shall at the end of each week hand over the amount to the Surgeon, who shall cheek such amount with his own book. .47. He shall advise all patients to give up anj sura of money or other valuable articles they may possess on being admitted into the Hospital, and shall enter the same in a book to be provided for that purpose ; and shall return all moneys or other valuable articles to the patient on his being discharged from the Hospital. 48. He shall, not less than 48 hours before each monthly meeting of Committee, make out a requisition for stores required for the ensuing month (excluding such articles as shall be named by the Committee from time to time) and hand it to the Surgeon) who shall note his approval or other opinion thereon, and forward it to the Secretary for tho approval of the Visiting Committee. 49. The Wardsman shall be permitted, under authority of the Surgeon,to procure from the contractor, or if there be no contractor, then from such person as may be named by the Committee of Management from time to time, all necessary supplies of such articles as may be named by the Committee of Management, and also any articles required under emergency. The Wardsman shall report in writing all supplies procured under emergency, with full particulars, to the Surgeon, who shall note his approval or otherwise thereon, and forward the report to the Visiting Committee, 50. The Wardsman shall, under the direction of the Surgeon, have charge of all the stores belonging to the Hospital^ and shall see that the meals of the patients be given at the hours prescribed by the Surgeon, and shall also see that each patient receives "the medicine prescribed for him at the proper time, and shall be answerable for the cleanliness of the Wards, and shall carry out all instructions of the Resident Surgeon relating to matters connected with the Hospital. 51. Supplies of stores shall be furnished to the Hospital only upon the order of the Committee of Management, or Visiting Committee, under their direction. MATRON. 51. The Matron shall live in the Hospital, and shall undertake the washing of all linen, blankets, and other clothing belonging to the Hospital, such assistance being given her as the Surgeon may consider 'necessary. She shall also attend to any female patients who may be in the Hospital, and have charge of them in the same manner as the Wardsman has of the male patients, and be similarly answorable under the direction of the Surgeon for their proper attendance, and the cleanliness of the Female Wards. GENERAL SERVANTS. 53. The General Servant shall have the charge of the cooking department, and shall receive his orders from tho Wardsmau, and shall also assist him in his duties should he require it. PATIENTS. 54. No patient shall leave the Hospital or its immediate vicinity without the consent of the Surgeon ; and such patients as may be permitted to loave the precincts of the Hospital, shall return at the time directed by ' the Surgeon, not being later than 4 o'clock p.m. in winter, and 6 o'clock p.m. in summer. 55. Those Patients who are .able to do so, shall assist in cleaning out the wards, and cultivating the Hospital grounds, and otherwise aid the Wardsman, if he should require their servicos • provided that this rule shall not apply to Patients who shall pay the whole cost of their maintenance. 56. Any Patient shall, when deemed necessary, at the direction of the Surgeon, be provided on entrance with achange of clean clothes, particularly with cotton and flannel shirts and stockings for use in the Hospital. 57. The strictest order and decorum shall at all times be preserved in the Hospital. All smoking within the wards shall be strictly prohibited. 53. Visitors shall be allowed to visit the Patients between the hour 3of 10 a.m. and 6 p.m., with the sanction of the Surgeon. Ministers of Eeligion to be admitted at all hours. 59. On the death of any Patient dying intestate in the Hospital, the Surgeon shall communicate with the Public Trustee relative to the disposal of his property. 60. All Rules and Regulations in force, prior to the adoption of the preceding R.ules, are hereby rescinded,
