London, July 10. The House of Commons has commenced the discussion ou the Archbishop of Canterbury's Bill for the suppre*sion of Ritualistic practices in the Church of England. Mr Gladstone opposed it as a dangerous measure, and thought a Judge should be appointed to institute an inquiry. Lord Barrington, a Conservative, has been unseated for Rye (?), on petition. Mr W. Stanton, a Liberal — member for Stroud — who was petitioned against, has been declared elected. ! July 11. The Australasian May mails, via Brindisi, have been delivered. Forged marginal credits on the National Bank of Scotland are being airculated from San Francisco, and may reach tho Australian Colonies. Fabej, July 10. The Government has informed the Committee of Thirty that M'Mahon insists on the right of dissolution of the Assembly, and the appointment of a portion of the Upper Ghambar. An attempt was made to assasinate Prince Bismark while travolling in an open carriage in the neighborhood of Kissengen. He was fired at and slightly injured in the wrist. Mague's whole financial schem*. A Constitutional Bill is framed by the Committee of Thirty as a substitute for the Left Centre's Bill submitted to the Assembly. It maintains the title of President of the Republic and establishes Ministerial responsibility. With regard to the Legislative Chambers, MacMahon alone is to possess the right to dissolve them ; and no modifications of the Constitution are to be made during the Septennato, unless MacMahon proposes them.
