LAWRENCE TO WN COUNCIL.
Monday, 10th Novembeb. Present: — Mr. E. Herbert (in the chair), Hayes, Hiy, Armstrong, Hill, and Hears. The minutes of the hist meeting were read and confirmed. INWARD COEEESPONDENCE. From Mr. Kioholls, contractor, asking instructions aa to his contract. Councillors Considered that this letter was uncalled for. .Cr Hay n#red, and Cr. Armstrong seconded, " Th>t the letter be received." Cr. Hill recommended the consideration of Ihe matter by the Council, not by the Finance Committee. It was elicited in further debate that Nichols did not care much for the contract. Letter referred to tho Public Works Committee. From the Secretary of the Lawrence Athen«um, informing the Council that the Athen«um Committee could not give the Lawrence Athenseum Hall for Corporation purposes unless payment were made, and that the Committee held the Council liable for a debt already incurred. Cr. Hay moved, and Cr. Mears seconded, " That the letter be received." Cr. Mears wished to know if the Finance Committee had reported why the account mentioned in the letter had not beon paid. The Mayor said, if his memory served Mm right, this matter had come before the Finance Committee. The Athensemn paid no rates, and it had been thought that if the Athenaeum "Committee lent the Council the hall for election purposes, that loan would be an equivalent for their exemption from paying rates. A debate ensued. .Cr. Hayes moved "That the account be not received." This motion was not seconded, tod therefore lapsed ; but on the motion of Cr. Hay, seconded by Cr. Mears, tho account was ordered to be paid. OUTWARD CORRESPONDENCE. From the Lawrence Town Clerk to W. Owens, carrier. Owens got a carrier's license " from the Lawrence Town Council, on credit, the legality of which was denied by an officer of the Dunedin City Council. The Lawrence Town Clerk's letter requested payment of the license granted to Owens. A debate ensued. On the motion of Cr. Mears, seconded by Cr. Hayes, the Town Clerk was instructed to write to the Town Clerk, Dunedin, and assert of tho Lawrence Town Council to licenses, motion was carried. For the better testing of the legal point in dispute, the Clerk was formally instructed to proceed legally against Owens for the recovery i ■of the debt for the license. Buckley's and O'Crorraan'a accounts, the former £16 and the latter £11 4a. 6d., were referred to the Public Works and Finance "Committees ; and the account, £7 75., of W. N. Blair, civil engineer, after much opposition £rom Cr. Hears, was ordered to be paid. n TDE BEAUMONT KOAD FOOTPATH. The lowest tender for thiß work, viz., £7 19s. Hid., was accepted. TItE NEW TOWN HALL. ' Cr. Armstrong moved, " That an advertisement for tenders for the erection of the LawVonee Town Hall be inserted in next Wednesday's IBSUO of tho Tuapeka Times — tenders to he deposited with the Town Clerk on or before Deccmoer 2nd, 1873." Seconded by Cr. Hay, and carried, fcEFEBRED PAYMENTS, Cr. Hill drew the Council's attention to the fact that two poor creditors of the Council \ka* 3 apparently, been kept unnecessarily long xnit of money due to them. A debate ensixed, but Cr. Hill did not receive a satisfactory answer to his repeated complaints. Cr. Mears moved, "That two or more members of the Finance Committee be empowered to sign cheques, the said cheques to te countersigned by the Town Clerk." •Seconded by Cr. Hill, and carried. THE BEATJMOST EOAD. In accordance with notice given at previous meeting, Cr. Hay moved, " That tenders be called for re-laying and facing the damaged portion of the stone wall which protects the Beaumont road, and the adoption of the plans Jand specifications of Mr. Simpson is rocom.flaended, and the Council are requested to prosuperintendence," Seconded by Ci\ Armstrong, and earned. The carrying out of Cr. Hay's motion was referred to the Public Works Committee for -report. The Council empowered the Town Clerk 'to get additional dray labels. NOTICE O* MOTION. Cr. Mears handed in a notice of motion, ""That tenders be called for filling in the Beatrmont road, commencing at Mr. MCNicol's place." Cr. Hill drew attention to holes at the end of Oban-street, some Of them forty feet deep. He directed the attention of the Public Works Committee to the holes in 'question, The Mayor called attention to the projection of Mr. Tonks property on the pathway, which, he said, would engage the attention of the Public Works Committee. The Council thea adjourned.
