MINING CONFERENCE AT REEFTON.

{From the " Inangahua Herald.") : The following is the report of the Mining Conference lately held at Ileefton •.—. — "To ITis Honor the Superintendent. " Sir, — We have the honor to inform yon that the delegates appointed for the purpose of revising the rules and regulations of the Nelson South West Gold fields, relating to qiuirtz mining and gold mining, having met and considered the subject, have the honor to m-ike the following suggestions :—: — >; 1. That the rules and regulations at present in force, relating to quartz mining and gold mining loases, be repealed, amended and added to, as shown in the accompanying schedule. 2 That; the gold mining leasing system be abolished, and that the Goldfields Act be amended so as to ovo the Wardens power to issue gold mining licenses to be in force for a period of 15 yoars, at a rcnt.il of £1 per acre, and to be held without a miner's right. 3. That the office of Inspector of Leases be abolished, and power given to the Wardens to declare land forfeited where the conditions of the lease have not heen complied with. 4. That miners' rights be made available throughout the colony. 5 'I hat it should be made lawful to hold a plurality of shares under one miner's right, provided each share bo represented by the holder of a miuer's right, G. That consolidated miners' rights be issued. 7. That power be given to the Governor to make rules for regulating ordinary mining partnerships. Inspectors of Leases Abolished. — The reasons which have led the deleto recommend the abolition of ,tho leasing system are in its cumbrous nature; the great expense connected with it, and the facilities it gives for the occupation of large areas of land without representation or work being done on thorn. This latter is, however, in a great measure attributable to the delay between the application and the issue of the leasp, in many cases extending over a period of twelve months. In conclusion, wo have to regret that
