Tuapeka Times. AND GOLDFIELDS REPORTER & ADVERTISER. THURSDAY, NOVEMBER 21, 1872. " MEASURES. NOT MEN."

The Conference of Delegates which is to meet on the 2nd proximo promises to be productive of important results. We are glad to v notice that the various miuing communities are 'fully realising this fact, and are energetically making preparation « to be represented. Those districts which have not yet taken action should lose no time in choosing a delegate, as the time of mooting is mpidly drawing nigh. Those districts which do not send a representative will be playing false, not only to themselves, but to the whole of the miners of Otago. Seeing the form the Conference has assumed, the great importance of the questions to be discussed, and the magnitude of the interests involved, it is the imperative duty of every miner in the province to lend a helping towards securing the proper representation of all parts of the goldfields. Irrespective of the political subjects which will be treated, the Libors of the delegates will, if properly directed, bo exceedingly valuable in the way of bringing to b&u* their experience on the amendment of the nrininir law ; and we have 06 doubt that the General Government will, to a great extent, be guided by their suggestions ra framing the Goldh'elds Act to be introduced next session. It was evident that the frumers of the Gold Mining Bill, in- , troduced last session, were totally j

ignomnt ofr the subject, and apparently had Hot- the opportunity of availing themselves of theexpei ience of othei*s. It will thusj be seen how essential it is that tjbe Government should "be furnished with the opinions of practical -rtnen, arrived at after mature .deliberation, re-» garding the direction goldtields legiaktioh oaght to take, the defects of the present law, and the best way to remedy the many grievances the miners suffer. We have in a previous issue stated the principal political subjects the Conference will have to discuss, so' it will be un-? necessary to repeat rhetn. But we may draw attention to one of these subjects — viz., the formation of a league to include all the miners of Otago. Should this league -be formed, it will of course be necessary to provide for its government by a central committee and local committees. We^gain urge the mining communities that have not yet »P~ pointed delegates to do so at once;
