(Per Greville's Telegram Co.) Wellington, October 23. The Otago "Waste Lands Bill was passed in the Legislative Council with amendments, which were agreed to yesterday by the House. The reports of the Industries Committee was brought up, and resolutions giving effect to recommendations for the assistance of various industries were passed. The Appropriation Bill was read a first time. The Native Councils Bill was withdrawn in consequence of opposition made to it. In the Legislative Council, the second reading of the Railway Bill was moved again last night, and carried by 15 to 12. The prorogation is expected tomorrow. Christchurch, October, 23. Tire Christchurch " Press " has published, a series of articles condemnatory of the Governor's treatment of Stafforc 1 . It says His Excellency's conduct is underhand and insidious playing into the hands of the Opposition that Stafford did not lose office fairly, but by a combination between the leader of tlfe Opposition and the Gove nor, who by acting as Le did has lost the respect and confidence of those who had worked with him.
