THE NEW LICENSING BILL.
We have received a copy of a Bill entitled "An Act to regulate the sale of alcoholic liquors," which, we are informe 1, is intended to bo introduced in'o the General Assembly this session, .and of which the following are ihe more salient points -.—There are seven descriptions of licenses, viz :— General license, brewers' license, wholesale license, temporary license, general ni.^ht license, packet license, and bush license. Tho amount of fees for these licensed arc not fixed in the draft of the 8.1 l bsfore us, with the exception of the temporary lieonse and the packet license, which are LI and LlO respectively. For all licenses dated o:i the first day of January in any year the full amount of the f«j-> duci led upon shall be decided iipin shall be paid : for ali issued between lha last day of March and the first day of -July three-fourths ; between the last day of Juno and the first day of October onehalf, and between the last day of September and the second Tuesday in December onefourth.
On the first Tuesday at noon in the mouths of Decemhcr, March, June, and September, shall be held tha quarterly licensing meetings, the resident magistrate or senior justice to preside, and three to form a quorum. No justice being a brewer, malster, disfciiltr, or dealer in spi i' nous liquor- 1 , or interested directly or indirectly in the matter, shall be cillowtd to sit upon the Bench during the licensing meetings, under a penalty of one hundred pounds. Certificates shall be granted authorising the issue of licenses to such persona as may b 8 approved by the majority of justices present at the meeting, and every such certificate shall be void unless the sum to be paid for such licenses bo paid to the Provincial Treasurer, or to the person appointed to receive the same, within twenty-one days after the granting of the certificate. But it shall be lawful for bhe person authorised to issue licenses at any time after the granting of the certificate to tba person therein named, upon such proof as imy be required, that he has, through inadvertence or accident, omitted to pay the fee within the twenty-one days, on the payment of fifteen pounds in addition to the sum payable for the particular license. Upon the production of the certificate, and payment of the sum required for the license, it shall be granted by the person duly authorised to the person therein named.
With regard to the geueral provisions, the holder of a general license must provide two moderate-sized sitting-rooms, and five bedrooms, besides the apartments occupied by himself and family, and stabling accommodation for at least four horsos ; with a lamp burniag from sunset to sunrise over the entrance) door, or within twenty feet, unless public lamps are provided with only one public bar opening on any public street or road or private way, and liquors only to be sold between six a. m., and ten p.m., except as otherwise provided. The holder of license must have his name painthd over the door ; must not|a!low wages to be paid, or gambling to be carried on ; and must not suffer dancing or music in his house .except by express permission. No liquor to be sold on a Sundty except to bona fide, travellers, and residents in a licensed house. No person may hold more than one license. Licenses will be forfeited in case of the holder being convidted of felony, or in case the lesee abscond, iv whichcase the lessor may apply for a new license. — Star.
