Noxo that every mining district of importance can boast of their Mining Associations, it xvoxild not, I presume, be out of place to point out a way in which they could confer a lasting benefit on the miners of New Zealand. Since tlieir agitation on the Chinese Questions has proved to be labour lod — owiug, I think, mainly to the weak resistance offered — I would draw their attention to the Expoit Duty of 2s. 6d an ounce on gold, which I think is an unjust tax on their labour. If the Treasury Offices are loxo, and need replenishing, why should one class bear the brunt of all ? Why not charge so much a bushel on xvheat, oats, <&c. ? or so much on preserved meats ? in fact, put an export duty on all provinc'ul produce, so tluit it will be divided ? It xdll , be .answered that it is necessary to contiiue the Export duty on gold to meet the eztra cost entailed on Government for the management of the Goldfields. For instance, j the admirable roads xve liave constructed to tlie same; also the cnornuus expense of paying one Warden, one Gold Receiver, one Clerk of tlie Court, andthrce policemen to look after four or five districts, xvith a population of over four thotsand. The revenue derived from minem' rights at one pound should be reduced atleast to one-half. Applications, registration' of claims and water races must be sometling considerable, not cnlcxdatingthe amoun of dutiable goods consximed by miners, whih is more than an equivalent for all they teceive. I xvould suggest that petitions for the abolition of the Export Duty on gola, also for the redxiction of miners' richts to one-half, be drawn xip, and txvo *r three delegatco, ao cording to population, be appointed from each district, allofxohon to meet in Dunedin on a day agreed upon, to present the petitions. Let thtm be men wlip are determined to have justice done io their class. They must not be pvt off itriti the ivom out sop of "Oh! we will see irto the matter, and let yon knotv in a few xmeks what can be done for you." Now it the time for every miner in the Province to rise up against this unjust imposition. Lei them resolve to agitate xmtil it it removed. If they but act in unison a bold front, tlie Government dot* w* neglect their demands for their i-igh*- V that course should be of no avail, I would advise them to lay in a stock of gunpowder tea, warranted to go off.
