Obligation of the state to provide suitable employment for all citizens able to 'work, and sustenance for the incapacitated. None to live upon the labour of others. Nationalisation of land. Direct legislation by tho people.' " A Republican Areopagus, to judge all violations of the law^s of humanity and the rights of man, i*s also to be established.
