In ctiscussmg the " Otago Waste Lands Bill," in the House of J-iepre-sentntives, Mr. Yogel is reported in "Hansard" to have made the following remarks on the sale to Mr. Clarke :—: —
The House, and the country had been ringing with the account of a daringly illegal sale of land which the Executive had made. ! immense block of land included 5000 i acres close to the river, which was intended tor purposes of settlement ; and, in addition to that, there was no arrangement a3 to the construction of roads through the' laud beyond the one already in existence ; so that -in the course of time the purchaser would get' back a large portion of his money as compensation for portions of his land bein.,' taken for the purposes of roads. i The term? of the sale were something ! peculiar. There were 50,000 acres sold, of which 4-5,500 were paid for at the rate of 20s an acre, wliila 4,500 were given as an allowance-for surver. Now, while in a measure £1500 was given for the survey,- he way led to understand it would not cost more thin £500. Thus, on the one hand, they had 50,000 acres, for 45,000 of winch they were to receive 20,s an acre, while £4500 was allowed lor survey ; and, on the other, they had deductions, to which he would direct the attention of honourable, members. They were as follows : — 45,500 acres at £1 - - £45,500 Allowance f>r survey, 4500 acres at £1-" - - 4,500 £50,000 DEDUCTIONS. Allowance for sm-vey, 1') 2 jer cent: — 4.500 acres ! at 20s- - - - 4,500 Compensation to W. J. C.,- for loss of 50,000 ' acres, at 2s (3d - - 0,250 Loss of assessment on, say, 50,000 sheep thia year - - - - 1,450 Interest on say, £27,000, balance of purchase nionoy for four months, during purvey, at 8 per cent - . - - • 700 "" Commission paid to iJlarku's agont - - - •<■ 450' " • -iis,3oO 143 Bil an acre - - > £36,650 raid to account - - ' 9,000 Due - ' - -' - £27,650 The land therefore was in reality sold for 11s 8d an acre. It was quite possiblo that the entire of the purchase money might net be paid, because, so far as lie might give an unprofessional opinion, he believed that the land could not be sold in that .summary manner. The purchaser was only to I pay £9000, and £27.000, the balance, would not have to be p;:ul for several ' mt nths, the interest to be paid being8 per cent. Mr. Donald ll?id made the following very lame reply to Mr. Yogel. —

If the land was sold to any other person he would bo entitled to compensation for loss of grazing right. The s?.le, however, might be just as judicious a disposal of land as many of tV sales wrich took place under the regime of the honorable member, .when many blocks of good land near the sea coast, convenient to roads and markets, fit for settlement, and surveyed into sections of from thirty acres upward"??, were forced into the- market, month after iuonth, and sold at 1%. an acre. This was done in spite of the earnest remonstrances of a very large minority of the Provincial Council. "
