THE PERMISSIVE BILL.
In Christchurch the follo-.ving memorial has been adopted for j>i mentation to the Assembly :—: —
" Your petitioners, with the view of removing and preventing the degrading vice of drunkenness ami its attendant evils —a vice which leads men and women to neglect their duty to their homes ami families, to society at large, nay, even to their God- -earnestly and humbly pray your Honourable House to order to be prepared and to pass into law a Bill embodying the principle contained in a Bill brought into the House of Commons by toir Wilfred Lawdon, and which is connivmly known as ' The Permissive Bill.' The principle wnioh your petitioners desire to be passed in co law, amvnis that the adult mliaui cants, men and women, of any given district shall have the power by a majority of two-thirds of prohibiting the issue of uny licence for the common sale of intoxicating drinks within such districts, with a proviso preserving any rights or privileges conferred or enjoyed by virtue of any lictn c current or in iorce at the passing of the Per--missive Act during the currency of such license; and also allowing the~sale of methylated spirits for use in arts and manufactures, and the sale of alcoholic liquors for medicinal purposes ; such liquors to be sold only on ohe production of a certificate under the hand of a legally qualided medical practitioner of the Colony."
