Mr. Fish seconded the reply in a practical and vigorous speech, condemning all Waste Land Legislation since 1866. Mr. M 'Indue moved a series of amendments upon the various clauses of the <id<lress, but as they did not ri.id a seconder, the debate wai resumed. Mr. (iillies replied to Mr. M'Tndoe, depricating any injustice to Southland.
