I would, however, suggest that a Toll Bar might !be erected in Kilmarnock-street ; and as you will be aware that the City of London derives large, revenues from coal imposts, I would, vote for a Rate to be levied on each ton of coa], raised, such rate to be levied on the Proprietors of the Coalpit.
